How do you say "Prajabatan" in english?

I don't really care how to say prajabatan in english cos I think there's no prajabatan in UK or US. So let me say it just prajabatan. Prajabatan is the requirement to be a civil servant. Do you know servant? I think it's not much different with slave. Someone pay you to do something. Someone that I mean is citizenry, people, public, err.. what else? Many people are really proud to be a civil servant. Even if they can get in just because of nepotism. Well, but I didn't. If you read my stories several days ago, you will know I can get in because of invisible hand. I admitted, at the first time I was really proud to be a civil servant. How can I wasn't? I'm the only one graduated university who passed recruitment from east Indonesia. But you know, it's just for a while. You have to face the truth. Many people really want to be a civil servant, on the other hand many people hate it too. People pay you to do something - to set this country to be better. It's not an easy work. It look easier if I said you have to set this company than you have to set this country. Moreover your salary may be bigger if you work in company than in government. Since you are accepted to be a civil servant, then you have to accept all the consequences. Include hard work and underpay. So why do you still want to be a civil servant? People hate you because you don't commit your consequences. You laze in work, then when you think your salary isn't enough, you'll corrupt.

I don't say it because I hate being a civil servant. It's just a warning for my self or maybe for you to work with sincere and integrity wherever you work and whatever your job.
